In "vlpack" I found that "base 1" tallies fell out as a side-effect of using one as the "chunk size", which left no room for anything in the chunk but the continue bit.
In a naive variable length quantity encoding this would require an infinite number of chunks and still never have room for the value, but since vlpack did the next optimization of making the continue bit contribute a +1 to the remaining more significant value bits, the ability to generate the right number of tally marks just emerged as a side-effect in the limit.
Fun idea: base 1 is essentially tally marks: one is "1", two is "11", three is "111" and so on. Zero is "".
Addition is catenation, or equivalently it's a rippling carry when each digit can't actually change state to a lower digit.
Subtraction is the same concept. Removing tallies. Or again borrows without the digits having any ability to change state to a lower digit.
And so on.
Normally we say bases can't be lower than 2, and that's true for most purposes, but I think this is a neat little generalization of some of the concepts, maybe at the loss of some other universal properties of other bases, to include base 1.
