The World Hero Organization (WHO) is basically a specialized force that deals with quirk-related incidences, whether they are criminal or not. The heroes are only allowed to use their quirks when dealing with a quirk user. If they use their quirk in a non-quirk related incident, they will need to prove that quirk usage was necessary to prevent significant loss of life and that they did not have any other choice. 

This case will be overseen by a separate organization that specializes in reviewing quirk usage cases. Those in the committee are made up of members from all branches of the justice system with a mix of quirk-users and non-quirk users.

Of course in the instances that a natural disaster, major terrorist attack, rioting, or major accident occurs, the director of the WHO branch will give temporary allowance for heroes to assist using their quirks.

The WHO also has a sub-division known as Support Users. These do not directly work for the WHO, but are given the same training as heroes. These quirk users are generally those who do not have a combat-type ability. Those include people with healing quirks, quirks that are used for building or fixing materials, quirks that can predict weather changes, help with farming, ect. However, all these quirk-users must go through standard Quirk Usage Training provided by the Quirk Academies spread throughout the world. 

After the training they will receive a probationary license and go into their specialization. For instance, those with a healing-type quirk, must receive some type of medical degree, MD, DO, Master of Nursing, ect before they are provided a license to use their quirk for healing. Those with quirks that can help with constructions, must get at least a B.S in engineering or go through trade school before they can use their quirk for any building jobs.
