The odd thing is that "high migration flows" is defined in terms of having at least one factor identified in the original report over 0.5 standard deviations above the UK mean.
It doesn't necessarily mean that there is a large absolute number of immigrants in those areas or even that immigants are a large proportion of the population (or population growth). It means something a bit more nebulous, which made some sense in the original report where those factors are listed and reported for each group, but doesn't translate well to this visualisation at all.
