I am utterly in love with Donna Smoak. Like seriously, that woman raised a genius child on her own and despite not understanding her own daughter she still managed to bring her up as a sweet, loving and strong woman.
It must have been extremely difficult to return home from her shifts to a daughter whose brilliance she just can't keep up with. So she tries to connect with Felicity by talking about and doing the things she knows - clothes and cleavages and makeup. And she always asks about Felicity's boyfriends (or lack thereof) because she doesn't want her daughter to end up like herself.
Sometimes she wonders if she's failed at being a mother because Felicity is so smart and she's just a dumb waitress herself and her daughter deserves someone better.
But she still keeps trying. She goes to work everyday to make enough money to pay the bills and put food on the table. And when a young Felicity comes home from school one day excited about computers, maybe she tries to scrape together some more money to send her to computer lessons. Donna wants to make sure that if she can't teach her daughter then she'll damn sure find someone who can.
When Felicity gets a full ride to MIT, Donna Smoak is immensely proud of course but not the least bit surprised because her daughter is intelligent and capable, unlike her. She does, however, have to keep telling herself that she is doing the best thing by letting Felicity go. After all, the little girl with the inquisitive mind and bright smile never truly belonged to her anyways.
(Years later when she gets the e-mail notifying her about the free plane ticket to Starling City, she spends the entire time debating whether or not she can go visit her daughter who is undoubtedly making her mark on the world. Her thumb hovers over the 'send' button on her screen even when she's standing at Felicity's door until suddenly, it opens.)
