I think part of this has to do with colour. Tattoos with large amounts of colour are more vibrant on lighter skin, and frequently, colour is something that artists want to show off. I personally know a lot more people with lighter skin who have colourful tattoos than those with darker skin - I actually can't think of anybody I know with dark skin/colour tattoos. It would certainly be nice to see more, though.
oh definitely i get that, however i specifically follow (mostly toronto based) tattooists who only do clean black linework (because i want clean linework), and i have never seen a dark skinned poc on their accounts, and i *know* some of their dark skinned clients. so they’re out there, they just don't get instagram features. but one tattooist will post multiple pictures of white girls getting almost the exact same tiny little bouquet of flowers. just kind of shitty and lazy to me.
