So does everyone have powers? I can’t think of anyone without powers except like Kurtis and Deedee. Are powers linked to genetics then if neither of them have it but everyone else we know does?
Everyone does have powers, but this is not a known fact in universe. Often people will have powers that never end up being used for their entire life. For example, if Techno lived his entire natural life without being murdered, no one would have ever known he had a power. Same with people like Karl. If there had not been a time manipulator alive and active during his lifetime (a more likely than not scenario), he would have lived a peaceful, non powered life. Alas... he's on this ride.
Another option is they have powers than no one realizes are powers. For example. Kurtis can talk to animals. He and no one else realizes this because animals don't talk with words. He just understands animals and everyone assumes this is because he was literally born in a barn. (Deedee cannot talk to animals. She just likes them.)
