also basically all experiments are here as kids besides Poppy, Oliver, and Jack as poppy and Oliver are already toys and tgr kids are here since the making of turning the kids into toys was in 1990 and its currently 1998-1989. What would happen if someone had powers but haven't been recruited to be either a hero or villain?
Elliot: Then they can come into the Tower and register for hero/power training at any time, or stay a civilian.
Poppy: However, if you're powers are considered a high-level or city-wide threat, you may be required to register them and come in for mandatory power training.
Bubba: The Tower has no control over that system though, that is the Heroes Association, while the Towers are under their jurisdiction, they have no say in what rules you follow when it comes to your powers, we can only enforce them.
