Wielding the arcane is a skill like any other. Anyone can learn to wield magic as long as you put in the work. Though, magic is challenging, especially if you're still learning. Learning how to manipulate the arcane does get easier the more you learn and get a hang of how the arcane behaves. Theoretically, with enough hard work and determination, anybody can learn any spell.
Arbethanou is described as the Newton of magic by fourth-era magicists. Arbethanou was an elvish mage and academic of the late-first era, and is credited for discovering much of what was known about magic. One of the units used to describe magic, the Arbeth (Ar), was named after him. Johannes Glanthorpe was another man renown for his studies in the Arcane; he is known as the father of modern magic.
Magic is a form of energy that is relatively easy to manipulate. By using spoken, semantic, and material components one can create nearly infinite effects due to its inherently chaotic nature.
