MARION COUNTY âPROJECT LIBERTYâ + STREAM + APOLLO: WHO OWNS WHAT, AND WHY SOME OF US THINK THIS IS A BAD DEAL
In January 2026, Marion County Council advanced a large data center project that appeared on the agenda under the code name âProject Liberty,â with the company listed as Eagle Myra, LLC. County staff later told reporters the companyâs operating name is âStream,â but they did not explain the relationship between Eagle Myra, LLC and âStream.â Thatâs one of the first red flags: the public is being asked to accept a massive, long-term industrial buildout while basic identity/ownership details are still fuzzy in public. SO WHO IS âSTREAMâ IN THE DATA CENTER WORLD?
There is a major U.S. hyperscale data center developer/operator called Stream Data Centers (based in Dallas). In August 2025, Apollo (Apollo Global Management) announced Apollo-managed funds agreed to acquire a majority stake in Stream Data Centers from Stream Realty Partners. Apollo said the backing is meant to accelerate a multi-gigawatt development pipeline and enable âbillionsâ of dollars of investment into digital infrastructure. That acquisition then CLOSED in November 2025. Apollo confirmed it completed the majority acquisition of Stream Data Centers, with Principal Asset Management taking a minority interest, and Streamâs leadership retaining a minority stake and continuing to run the company. Capital B reported Marion County officials confirmed the council signed a nondisclosure agreement that prevented them from making the project public early on. FILOT + INCENTIVES = YOUâRE NEGOTIATING AWAY TAX BASE UP FRONT
WPDE reported the county authorized a Fee In Lieu Of Taxes agreement plus incentives like special source revenue credits and access to a multi-county industrial/business park benefits structure. Thatâs a lot of negotiating leverage handed over before residents have complete details. (WPDE)
âJOBSâ ARE OFTEN A MIRAGE WITH HYPERSCALE DATA CENTERS
Capital B reported estimates that a project like this could result in roughly around 20 permanent jobs in a county of about 30,000 people (even if construction is huge). Thatâs not a jobs program; itâs an infrastructure footprint. (Capital B News)
WATER AND POWER QUESTIONS DONâT DISAPPEAR BECAUSE SOMEONE SAYS âCLOSED LOOPâ
County officials told WPDE the project would use closed-loop cooling and provided an estimated average daily water figure. Even if closed-loop reduces continuous withdrawal, the community still needs independent verification (engineering, emergency scenarios, expansions, heat waves, and what happens when the ânext phaseâ grows). Also: power demand and transmission upgrades can be the bigger long-term burden than water in many AI-era builds, and those costs can land on ratepayers. (WPDE)
BIG MONEY HAS A DIFFERENT TIME HORIZON THAN A RURAL COUNTY
Apolloâs own messaging is that this is a âmulti-gigawatt pipelineâ and âbillionsâ into digital infrastructure. That scale is exactly why locals should demand tight guardrails: enforceable community benefits, infrastructure commitments, environmental monitoring, and public accountability. WHAT MARION RESIDENTS SHOULD ASK FOR (BEFORE ANY MORE âNEXT PHASEâ)
A simple public org chart: Eagle Myra, LLC â parent company â controlling investors, with names and addresses.
Full copies of the FILOT/incentive agreements and all attachments (not summaries). (WPDE)
Independent, third-party studies (paid for by the developer, selected by the county with public input): water, power, noise, diesel backup generation, traffic, and stormwater.
A Community Benefits Agreement (CBA): local hiring targets, training funds, broadband expansion, road upgrades, emergency services funding, and penalties if promises arenât met.
Clear âno surprisesâ limits: caps on water withdrawal, power draw, expansion phases, and generator emissionsâwritten into enforceable permits and agreements.
If this was truly a slam-dunk for Marion, it wouldnât need code names, NDAs, mystery LLCs, and âweâll tell you more later.â The public deserves clarity nowâbecause once the incentives are locked and the site work starts, leverage disappears.
