This is a long shot, but do you happen to know anything about where the "otome isekai / villainess isekai" manga/anime genre originated? Looking it up online, people have been pointing to "My Next Life as a Villainess - All Routes Lead To Doom", or "From Bureaucrat to Villainess" / "Akuyaku Reijou Tensei Ojisan", but I swear I remember hearing about inspirations from a very specific 90s/early 2000s era dating sim and its villainess character.
There are a couple of distinct evolutions in play here. First, you've got the constellation of tropes surrounding the shipping-the-otome-protagonist-with-her-designated-rival subgenre, which basically all trace back to the Angelique fandom. Many designated rival characters in games of this type are obvious expies of Rosalia (the designated rival from the first game in the Angelique series) even today; this is probably the 1990s dating sim series you're recalling. The idea of playing as the designated villain/rival (with or without the isekai element) and trying to romance/seduce the nominal protagonist is a later evolution, and I'm not particularly well versed in when and how that development came along – you'd have to ask somebody else about that part!
