glinda's "who could resist this" and fiyero's "you know who could" is not meant to condemn glinda as being the only person who couldn't resist the wizard/madame morrible/power etc, it's meant to show that elphaba is the only person who could resist it and this is only ever further cemented by the fact that. elphaba is the only person who can and does resist power that comes at the cost of others.
