Speaking plainly, the actual answer is a very obvious no. Heizou is paid more than enough to have his own place and, while it’s certainly far from the Kamisato estate, Heizou’s reputation as an appreciator of the scenery and occasional habitual wanderer is... Well, it’s about a fifty-fifty chance that those sorts of rumors have reached the ears of people like the Kamisato family, but Heizou is too sharp to think there’s no chance at all. 

( Kamisato Ayato has their fingers in a lot of pies, so almost nothing is out of the question. If Heizou was asked for by name, there’s very little chance his reputation hadn’t been thoroughly scrutinized. )

... Also speaking plainly, Heizou dislikes lying on principle, especially when that lie is obvious. But that isn’t to say he’s above it completely, especially when it gets him closer to something he wants to know. And when it comes to one of the most mysterious people in Inazuma, what isn’t there to figure out?

His answer comes alongside the smile that creeps up on his face.

“Is that an offer, Commissioner?” What some might interpret as very lackadaisical and without thought is calculated, deliberate. Heizou very rarely does anything without thought, and so the lilt to his voice is not an exception to that rule. “Well, since you’re so thoughtful, I can’t afford to sound rude by refusing. As long as you really don’t mind, that is.”

“Unfortunately,” his lips curl into a grimace and the disdain for his abandoned project rises up within him again like bile in his throat, “production will have to be abandoned due to a refocusing of priorities elsewhere.”

It isn’t as if the Doctor feels no excitement at all about his upcoming endeavors. After all, it will set him even closer towards his goals. But the clenching of his teeth and the curling of his fingers into fists do not betray this excitement for the future, because for all that he looks forward to what is to come, he’s an exceptionally bitter man when faced with the inevitable termination of research.

What was the point of capturing his likeness across the passage of time, if not to allow for these multiple simultaneous avenues of research? It had filled him with blasphemous anger, the question of how far things had gone. Was it only the Jester who had ordered his priorities to shift, or was it a wish from Her Majesty directly? 

Either way, it’s an opportunity squandered. The ruin guard factory had been useful for keeping interlopers outside of a certain boundary, and had largely been one of the most successful attempts at perfectly recreating those machines he’s managed to date.

Still scowling, he abruptly stands. “It doesn’t matter. I relinquish it to you. Abandon it or find some other use for it, I don’t care what becomes of that place anymore.”

“Next time I just won’t give you incredible power, then. See how you like it.”

i like to use these memes to stray away from obvious answers, so i'll get those out of the way first: heizou with any of your inazuman muses, dottore with your harbingers, menogias with osial, etc etc etc. those are all well and good and i am more than happy to explore them, but they're also kind of like, "here's interactions you probably could already see happening".

first of all, i don't know if you've read my genpact verses for my muses ( every single one of them has one, by default ), but i'd like to offer jacuzzi splot or nice holystone for diluc. in my genshin verses for them they end up under the employ of the dawn winery after trying to compete by brewing their own alcohol but ending up pretty bad at outselling the two major alcohol titans in mondstadt ( due to not really understanding local tastes and various other reasons---they both have pretty unapproachable appearances ).

i'd also be interested in throwing huey laforet or melvi dormentaire at your dottore! genshin verses notwithstanding i think they'd have interesting interactions, but i've actually set huey's genshin verse up with him as an independent dottore clone who managed to cut his connection from dottore prime off---and melvi is a homunculus who was cast out by an unknown creator to experience a normal life after failing the "task" he was given and having his memory of said task wiped completely, which i think opens up a couple of avenues.

that all said, those are just top-of-my-head things and i'm generally open to literally any interactions at all times. in fact, here are some honorable mentions; ronny schiatto ( a "complete" homunculus who values knowledge above most else ) for lesser lord kusanali and roger zelazny ( a man who unwillingly forsook his mortality in exchange for his memory of what it means to feel truly alive ) for pierro.
