if a celibate person could be considered a sexual atheist.. would an asexual person be a sexual agnostic??

I see the comparison reversed. If someone is a voluntary celibate I see that more in comparison to being agnostic rather than atheist. I say this because someone being agnostic still has that choice to believe a 'higher power" can exist, its just something that's unknown or yet to be proven. Voluntary celibacy to me has to be more towards the religious parts of the spectrum as voluntary celibacy lines up with religious practices already.
I wouldn't necessarily compare someone who is asexual to someone who is atheist 1:1 because being an atheist is also technically a choice, where asexuality, having the lack of sexual attraction to anyone, technically isn't. An atheist believes there's no possible way a higher power exists, but an asexual person can still believe in the existence of sexual attraction, it's just something they don't personally experience.
An involuntary celibate or "incel" just needs to step their game up and get their heads in it. The rest of us be fuckin', dawg.
