One of the things to remember about Sigurd is that, while he was supposed to be King, he was very young when he went with Björn. A lot of his learning came from him, and his consequent experiences with Björn and Mathias. He's learned to keep his emotions in check because he lived with Björn for so long, and then he saw how Mathias was always so affected. (Tino even noticed this, how loud Sigurd's head was vs the other two.)

For Sigurd, decisions are based on what he's ascertained works from his experiences. So, no, he didn't forget what it was like for him. But, consciously or subconsciously, he made the decision that he knew would work in his favor based on his own experiences. He bases his decision less on emotion and more on what he's learned works to get the desired results, for better or worse.

If you watch throughout the story, you'll get quite a few more examples of this trait, with a very blatant one later on! It's mostly a subconscious thing on his part, to be fair to him, though.
