that petal falling from the blue rose! WHAT DOES IT MEAN?
We’re leaving it open to interpretation, so it can be many things. Even @jaimetheexplorer and I have slightly different takes, but they still work so...
At first I was like eeehhhh idk about including a rose, because of Brienne’s history with roses in the books, but they didn’t adapt that backstory. I do think it's in the books as a "Beauty and the Beast" nod, so we inserted it in the narrative for “Brienne the Beauty." The name is show canon, because Loras mentioned the possibly important book nickname in S2. “Jealous? Of Brienne the Beauty? Don’t make me laugh”

I see the blue winter rose as a symbol of:
Their relationship
Their love blossoming in winter
“Brienne the Blue”
“Brienne the Beauty.” Prince Rhaegar named Lyanna the Queen of Love and Beauty by giving her a crown of pale blue winter roses. Although the Jaime and Brienne scene isn’t in the context of a tourney, it’s a bit symbolic of this gesture with the beauty subversion.
With it being a BatB adaptation, from our perspective, Jaime is clinging to the fantasy of this happily ever after with Brienne. They should all be dead by now, but they aren’t. He never truly thought this far ahead. He’s happy to be able to publicly express his love. No lies, no hiding, savoring every moment of it. The survival high is causing him to cling onto this previously unobtainable bliss. Not wanting to step back into the reality of what’s about to go down in KL, he blocks everything out by living in this fantasy as long as possible. Giving Brienne the rose is the peak. But… wildfire. Again. With my sister. And dragons. And more fire. Damnit, Brienne, let me stay in this happy place with you for 5 minutes. As the petal falls, it represents the decay of his fantasy and possibly their relationship due to the consequences of engaging in the current political mess.
It could also represent his life. Every moment he loses grasp on hopes and dreams of a new start with Brienne, he’s a step closer to death. Another petal falls. In this interpretation the rose is basically saying, "Dude. That fantasy is your life."
