AKA Blue Gum Scale, formerly Eriococcus coriaceus. The binomial apparently means 'leathery spiny-coccid' but I don't know what's spiny about them.
Another Australia species introduced to New Zealand. A pest on Eucalytus, at least in plantations, in countries without the same parasites that face it back in Australia.
