Gaster was experimenting in using the magic in a monster against itself, so the machinery is wired to the soul, and obstructs their ‘vessels’ by force when activated. Controlling input and output....if that makes sense.
And Gaster could implant regulators into himself, but he is...cocky. He prides himself in his superiority in intelligence and control. In other settings, he’s perfectly composed and level headed. But since he doesn’t think of Sans and Papyrus as ‘individuals’ his rage/manic outbursts don’t phase him. Because, when in the presence of his ‘possessions’ he has no regards in losing said composure. So to him, he’s the ideal example of ‘self control’.
Along with the fact that implants hurt a lot for skeleton monsters, so he has no qualms on using them on Sans and no reason to put himself through the trouble.
