Theodoric actively dodging a Chaldea contract at every turn.
Man must be allergic to Siegfried's presence, or perhaps Kriemhild's presence.
Maybe he'll show up later again - as an NPC you can't roll for.
May as well let him commit to his record so far, though I'd be happy to eat my words if he does become a rollable servant.
I kinda doubt that he'll be playable in the near future, but man it would be cool.
He may be dodging Chaldea for now, but there's always a chance he'll show up in a different Fate entry!
