I don't respond because it this feels like eavesdropping, if it happened on the on the front yard I would maybe say "bless you" but the backyard feels private, that was their private sneeze i musnt intrude. I feel it's almost impolite. But this could totally just be an "me/us" thing idk.

I went to a town meeting (in a city in a America) for the first time and learned about various departments of my city government.

I learned we have a community garden with rentable lots, a community center with an upcoming pool expansion. Library programs and events for small businesses. They had charts that show where revenue comes from (taxes ofc) and what % goes where. The city treasurer is physically there to talk to citizens who elected him.

Go to your town's meetings. Yours may not be like mine but I guarantee that there is something in your city that you are missing out on.
