Re-re-researching on the Emperor’s Children (still trying to think on how make a good EC character without being stereotypical/archetype or at least, long-term), I just realized if Fulgrim didn’t go traitor - he would easily be co-writer of the Codex Astartes.
I’ve read a dozen Warhammer 40k books or so at this point and I think one of my favorite things about the setting is that literally none of this is necessary. Things do not have to be this way. Both books I’ve read that heavily feature Drukari (granted both by Mike Brooks) feature hyper-evil mass murderer space elves learning how to love.
Now sure, maybe these are the exception, but the fact remains that there’s no universal law making the place shitty. The warp is said to absorb negative emotions more readily, but that just makes being an asshole the path of least resistance. Fun fact: being an asshole has ALWAYS been the path of least resistance. The 40K setting is the way it is because a long series of people chose not to make things better.
A few very powerful and influential people have a vested interest in keeping the galaxy as shitty as possible because the alternative is their own downfall. The High Lords, Asdrubael Vect, the chaos gods, etc. all stand to benefit from a genocidal war on a galactic scale, but that doesn’t mean things can’t possibly get better and I think that’s what I love about this setting.
Even if things are as grimdark as they can be. Even within “the bloodiest regime imaginable.” Even if our characters won’t choose to make the world better for IRL money reasons, they still COULD. They still get the option.
So actually I amend my earlier statement:
The only universal rule keeping the 40K universe shitty is the almighty law of James Workshop.

The parents flee their imperial fringe planet to get to the closest Tau-controlled world because they know that their daughter is safer with the Tau empire than with the Imperium of Man.
