Fire's scaring the oil man away. After fighting fire man as oil man on HARD MODE, and dying a million times, oil is very hesitant to be around fire, who after being restored, doesn't remember fighting oil at all, so he confused.
Also I imagine when fire really wants to be friends, he can get a bit aggressively friendly with them, so sometimes he scares em away :(
