For the first year of his father’s Presidency - Peter lives in a secluded safehouse in Langley. His location, and in fact his very existence - is need to know.
Once the news breaks about President Stark having a child - “leaked” by a former Secret Service agent who was never identified; Tony’s approval ratings plummets
Peter is moved into the White House within the month and Tony tries to avoid questions about his existence for the longest time; until he can’t any more and holds a press conference to explain why his son was kept secret all these years
Peter’s birth-mother was a drug addict looking for a quick buck, and managed to artificially inseminate herself in a bid to earn hush money from the Stark family
Tony would’ve gone public with the existence of his son, but around the same time that his birth-mother came forward; Tony’s wife died in a car crash
Tony was just starting out his political career, and Natasha, his campaign manager - was worried that the co-incidence of the timing would cause the media to speculate and end Tony’s career before it ever even began
Tony, having grown up as the son of a Senator and aware of the toll it takes on a child - agreed to keep Peter hidden
Happy was hired as a bodyguard/nanny - and was Peter’s official guardian until the age of 13; when he was outed to the media as President Stark’s son
