God though it'd be so fun to write a scenario where some situation has gotten so bad that well the Beast/Dragon is loose and it will not go back in.
Tim's Capital S, Snapped! And he's out for blood against someone, Tim fully ready to Kill
Bonus points of person he's with having to try and bring him back, to stop him from killing.
Not even necessarily in a "hurdee durr killing will make you as bad/worse than them" way but simply because This isn't Him. It's clear he's no longer in any real thinking state of mind.
He's basically only running on Anger/Rage and the pure primal state of fight (over flight or freeze) - and idk maybe depending on the reason revenge???
Would he really and truly be able to live with himself after its all over if he killed this person. Because at his heart Tim isn't a killer.
The Only time's Tim has ever killed was in moments when it was the Animal/Beast in control and in more of a defensive state.
Technically he Did end up killing (if potentially unintentionally) at least one of the people involved with him at the lab. Scared, and anger he lashed out not properly restrained and was able to cause some nasty injuries which they didn't survive.
The other of course is Alec.
It was at it's core an accident. He didn't know Alec was there until it was to late. He was just trying to deal with his magic and shifting, Tim heard someone didn't even notice the scent and simply lashed out at who/whatever it was that approached him.
Only realizing the truth after it was to late.

Now while in a more properly centered state of mind Hurting someone may in fact not be as off the table with him as you'd think.
He doesn't like hurting people, Doesn't Want to hurt people. But if push comes to shove, if there's no way out or managed to push that far he can and will
(And truthfully that Frightens him knowing that he's more than capable of doing it. That he Could do it. So he chooses kindness instead, puts on a smile and does everything to keep that side placated, quiet and under control)
