an important thing i want to tell people as someone who has worked in the production industry and has been to trade shows, safety conferences, engineering conferences and just talks to trades people is that oil companies will pay the fine of not reporting rather than show what they are dumping into rivers, oceans and water tables
the cost of fines for just not reporting is a financial cost that they eat. they can then say they didn't pollute since they never declared their waste usage, grey water and chemical dumps
