Working closely with the project team, Sutcliffe Consulting Engineers designed a fully integrated M&E package that prioritises occupant comfort, energy efficiency, safety and ease of maintenance throughout the building.

The Mechanical design incorporates electric radiant heating panels to provide responsive heating to Changing areas, Circulation spaces and Ancillary rooms, while a Variable Refrigerant Flow (VRF) Air Conditioning System delivers year-round heating and cooling to key occupied spaces. High-efficiency Mechanical Ventilation Systems with heat recovery ensure excellent indoor air quality, reducing energy consumption while maintaining comfortable conditions for occupants.

Domestic water services have been carefully designed to provide reliable hot and cold water distribution throughout the facility, including twin direct hot water cylinders and a secondary circulation system to ensure rapid hot water availability at outlets. A comprehensive above-ground drainage system has also been incorporated to provide safe, hygienic and easily maintainable foul and condensate drainage.

The Electrical design includes a robust low-voltage distribution system, complete with surge protection and metering, serving lighting, small power and mechanical services throughout the building. Energy-efficient LED lighting is installed internally and externally, utilising occupancy sensors, photocells and time controls to minimise energy usage while maintaining safe illumination.

Safety and compliance have been central to the design, with a comprehensive emergency lighting installation providing three hours of operation during power failure, alongside an addressable fire detection and alarm system offering full building coverage and remote monitoring capability.

The building also benefits from modern digital infrastructure, including structured data cabling, CCTV surveillance, monitored intruder alarm systems, access control and disabled refuge alarm systems, ensuring security, accessibility and reliable communications for both staff and visitors.

Sutcliffe Consulting Engineers, based in Kingston upon Hull, has successfully completed the redesign of building services for Corridor A and the CITB Building at Hull College as part of the UK Government’s Levelling Up Fund initiative.

The project focused on creating a healthier, more energy-efficient and adaptable learning environment for students through a comprehensive upgrade of mechanical and electrical systems.

A key feature of the refurbishment was the installation of new Mitsubishi Electric Lossnay Ventilation Units to provide the ventilation rates required within the refurbished teaching spaces. These systems deliver a constant supply of fresh air, helping to maintain a comfortable and productive learning environment for students and staff.

Working closely with the contractor, Vic Coupland Ltd, the project team maximised the reuse of existing building infrastructure. Existing penetrations throughout the building were identified and reused for new supply and extract louvres, reducing the need for additional structural alterations and improving overall project efficiency.

Detailed heating calculations were also undertaken to determine the correct sizing for newly installed Powrmatic LTHW heating units. The new equipment was successfully integrated with the building’s existing low temperature hot water (LTHW) pipework network, ensuring the system provides adequate heating capacity while making effective use of the existing infrastructure.

Due to changes in the use of the refurbished spaces, the original electrical systems were removed and replaced with new installations designed to support modern teaching environments. The lighting design incorporates daylight harvesting technology, allowing luminaires to automatically dim when sufficient natural light is available from the building’s roof windows. Absence detection controls were also installed to ensure lights are automatically switched off when areas are unoccupied. Together, these systems help create an optimal learning environment while reducing energy consumption and the facility’s overall carbon footprint.

The mechanical engineering teaching area also received specialist electrical infrastructure, including high-level connection facilities via busbar trunking. This approach allows future flexibility for equipment such as lathes, milling machines and other metal fabrication machinery, enabling the college to adapt workshop layouts as teaching requirements evolve.

New distribution boards were installed throughout the refurbished areas, with separate metering for each service type. This allows Hull College to monitor energy consumption across different teaching departments and better manage energy usage across the campus.

Digital coordination played a critical role in the project’s success. Using Autodesk Revit, the design team at Sutcliffe Consulting Engineers worked closely with both mechanical and electrical designers and the management and installation teams at Vic Coupland Ltd to coordinate the large number of services running through the building. This collaborative approach ensured efficient installation and smooth integration of the new systems.

Project: County Hall, BEV Block H Client: Humber Foundation Trust Location: ER County Hall

Sutcliffe Consulting Engineers is pleased to announce the successful delivery of mechanical and electrical building services design for the refurbishment and conversion of Block H at County Hall, Beverley.

The project involved the conversion and fit-out of three storeys within the existing County Hall building to accommodate Humber Foundation Trust’s relocating talking therapies service, alongside supporting office accommodation. The building, which extends to approximately 1,000m², required a sensitive and carefully coordinated mechanical and electrical refurbishment to support the new internal layout and increased occupancy levels.

Sutcliffe Consulting Engineers developed a design solution based on a minimal refurbishment approach, retaining and reusing existing infrastructure wherever possible while ensuring full compliance with current standards, legislation and best practice.

Mechanical Services Design

The mechanical design included the re-establishment of:

Above-ground drainage systems to serve all new sanitary installations, connecting back to retained vertical stacks.

New domestic hot and cold water services were designed throughout, with centrally generated domestic hot water provided via a new calorifier and distributed using a pumped secondary circulation system.

New mechanical ventilation systems were introduced on the ground and first floors to suit revised layouts and increased occupancy densities. These systems incorporated heat recovery ventilation units, delivering improved indoor air quality and energy efficiency.

Heating to the building is provided via a Mitsubishi VRF system, with electric heaters serving ancillary spaces. The existing systems were carefully integrated into the new design to ensure seamless operation.

Electrical Services Design

The electrical design retained and reused the existing main switch panel, utilising available spare capacity to serve new distribution boards, VRF equipment and surge protection devices. Existing cable containment systems were largely retained, with new containment installed only where required to suit the revised layouts.

New small power services were designed throughout, including socket outlets, floor boxes and fixed equipment connections. Energy-efficient LED lighting was specified throughout, including recessed modular panels and downlights, supported by modern CP Electronics lighting controls and presence/absence detection to reduce energy consumption.

A new standalone emergency lighting system was designed using BLE Connect-enabled luminaires, providing automated self-testing and remote monitoring via a secure online portal.

Life Safety, Security and IT Systems

The existing fire alarm system was carefully modified and reconfigured to suit the new layouts, maintaining its BS 5839-1 Category L1 classification. Existing devices were retained where possible and supplemented with new equipment as required, ensuring continued life safety compliance.

A new Paxton 10 access control system was designed and installed, providing controlled access for staff and public areas. The system includes proximity readers, emergency break glass units, networked controllers and full staff training.

Intruder alarm systems were similarly reconfigured using retained devices, while new structured cabling infrastructure was designed to support data and voice services, including new comms cabinets and Cat6A cabling throughout.

All earthing and bonding systems were reviewed and upgraded as necessary to ensure full compliance with BS 7671.

The completed design supports Humber Foundation Trust’s operational requirements while extending the useful life of the existing County Hall building. By prioritising reuse, energy efficiency and robust system integration, Sutcliffe Consulting Engineers delivered a cost-effective and future-proof M&E solution aligned with modern healthcare and office environments.

The project involved the design and delivery of high-quality, energy-efficient building services for the surgery’s new extension, which includes five consulting rooms, a meeting room, and a dirty utility area. In addition, parts of the existing building were remodelled to incorporate new office spaces, updated WC facilities, and a relocated plant room.

Sutcliffe’s design prioritised sustainability, comfort, and compliance with healthcare standards. The extension features an air-to-water air source heat pump, providing low-temperature hot water (LTHW) to radiators throughout the new spaces. Each consulting room has been equipped with local electric water heaters, clinical IPS panels, and thermostatic taps to ensure patient safety and ease of maintenance.

To support a healthy indoor environment, the consulting rooms utilise a natural ventilation strategy, drawing fresh air through openable roof lights. Energy-efficient LED lighting has been installed both internally and externally, complete with PIR presence and absence detection for optimal energy management. The electrical design also includes small power systems tailored to meet the specific operational requirements of a modern medical practice.

Sutcliffe Consulting Engineers Ltd, a Hull-based firm of experienced building services engineers, is proud to have delivered the full Mechanical and Electrical (M&E) design for Phase 2 of the Allied Health project at York St John University, with a total project value of £1,000,000.

The development forms part of the University’s continued investment in advanced healthcare education facilities. Phase 2 included the creation of a state-of-the-art Imaging Suite on the Ground Floor, and a comprehensive teaching environment on the First Floor, featuring a mock Operating Theatre, Bed Bays, and a Birthing Suite. These areas are designed to support and enhance clinical education and hands-on training for students.

Sutcliffe Consulting Engineers Ltd undertook the RIBA Stage 4 M&E design services on behalf of the installation contractor, delivered as part of a Design & Build contract. Our scope covered a full refurbishment of building services to support the new functions within the facility. This included detailed design of HVAC systems, plumbing, electrical supplies, small power and lighting, as well as chilled water systems essential for the operation of the MRI scanner.

The Imaging Suite encompasses a fully operational MRI scanner facility, X-ray services, a computer suite, and supporting spaces such as a reception and waiting area—each designed with clinical functionality and user comfort in mind.

Sutcliffe Consulting Engineers, the Hull and Humber region’s longest-serving independent Building Services Consultancy, has successfully completed a comprehensive package of energy assessments for a major housing development on behalf of East Riding of Yorkshire Council.

As part of the project, the consultancy conducted over 50 energy calculations, which included SAP (Standard Assessment Procedure) calculations, SBEM (Simplified Building Energy Model) assessments, Part O calculations addressing overheating risk, and the production of Energy Performance Certificates (EPCs).

Sutcliffe Consulting Engineers is proud to announce the successful completion of the detailed mechanical services design for the new-build Decant Ward at James Paget University Hospital in Great Yarmouth. Delivered on behalf of the Mechanical Contractor, this significant project, valued at approximately £1 million, enhances patient care through advanced engineering solutions.

The Decant Ward comprises 18 single bedrooms, two multi-bed bays, and two critical care isolation rooms, alongside essential staff and support spaces. Our innovative mechanical services design ensures a comfortable and controlled environment for both patients and staff.

A key feature of the design is the fully integrated mechanical ventilation system, providing heating and cooling via two HTM-compliant air handling units housed in a dedicated roof plant room. The critical care isolation rooms benefit from individual mechanical ventilation systems, each with separate extract fans to maintain stringent air quality standards.

In alignment with the NHS’s commitment to achieving Net Zero Carbon, all low-temperature hot water (LTHW) heating and chilled water (CHW) cooling, including domestic hot water generation, has been achieved through the use of air source heat pumps. The scope of work also encompassed the design and integration of domestic hot and cold water plant and distribution, an above-ground drainage system, builders’ work, and seamless coordination with other trades.

Sutcliffe Consulting Engineers also provided key support to the mechanical contractor by delivering essential information to aid in securing a BREEAM rating of ‘Very Good.’ This included comprehensive energy modelling and passive design analysis, ensuring the project meets high sustainability and efficiency standards.

The project centres around the installation of some of the largest Air Source Heat Pumps (ASHP) in England, replacing gas-fired boiler systems across three key council buildings in Hillingdon. At the heart of this effort is the installation at the Hillingdon Civic Centre, featuring an impressive total capacity of approximately 3MW.

In collaboration with our Client, Pure Renewables, Sutcliffe Consulting Engineers developed a comprehensive RIBA Stage 4 design for the mechanical and electrical services required for the ASHP installations. This meticulous approach ensures seamless integration and optimal performance across all three sites.

The ASHP units deployed in this project utilise cutting-edge refrigerants that are non-toxic, have zero ozone depletion potential, and boast very low global warming potential. These attributes are pivotal in aligning with Hillingdon Council’s ambitious sustainability objectives.

We are pleased to announce the completion and handover of Felix House, a newly developed care home and school designed to support children with autism, learning difficulties, and mental health conditions. The facility features six bedrooms and can accommodate up to 15 students, offering a nurturing and tailored environment for their care and education.

Our team was responsible for delivering the Mechanical and Electrical (M&E) design, extending to RIBA Stage 3+ to meet the project’s unique requirements. Additionally, we undertook a review of the contractors’ designs and provided supervision to ensure the highest standards were met.

Sutcliffe Consulting Engineers proudly announces the completion of the Brunswick Arcade restoration project, a key initiative under the Beverley Road Townscape Heritage Scheme. Launched in October 2015, this project celebrates the successful preservation of Hull's historical architecture, valued at £2,186,000.

Located on High Street, the Brunswick Arcade restoration focused on buildings of historical significance that marked the transition from residential to commercial functions in the late nineteenth century. These structures, embodying the evolving character of the area, have been meticulously restored to reflect their original grandeur.

The comprehensive restoration work included the repair and reinstatement of shop fronts, emphasizing the enhancement of signage to revive the historical aesthetics of the arcade. A strategic demolition and subsequent reinstatement of the façade at 52-54a were undertaken to achieve greater symmetry with the surrounding shop fronts, ensuring a harmonious blend with the heritage streetscape.

Additionally, the scope of M&E Design in this project encompassed modern upgrades to the building's infrastructure. These upgrades included the installation of LED lighting, a gas-fired boiler system, an advanced fire alarm system for both tenants and landlords, and the provision of containment for internet connectivity, ensuring the restored arcade meets contemporary standards while preserving its historical essence.

About Andy: Andy joined SCE in 2024 after over 20 years in the industry. His previous role entailed of undertaking project management of M&E installations, liaising with clients and designing and preparing quotations for electrical installations.

A few words from Andy himself:

"Having started in the Electrical Contracting industry as an Apprentice Electrician, following on from Secondary School Education, I worked on projects throughout all aspects of the industry, from reactive repairs to installations in domestic, commercial, and industrial environments and major projects.

After my apprenticeship, and working as an Installation Electrician, Installation Inspector/Tester, and Installation Surveyor over the following 12 years, I made the move to pricing both design and build projects, and specified schemes, with detailed tender submissions where required. By 2012, I was carrying out designs “in-house” for the company which I’d joined in 2004, and managing projects from inception to handover.

Having worked on both the design of electrical installations and the management of projects across all MEP disciplines for almost 14 years, I found my passion lay within the intricacies of the design process, to enable the installer to have the confidence what they install is right and as their clients expect.
