For real this time, I’d probably write it as some kind of reincarnation-type AU where maybe some of the gods, probably the traditionally more powerful ones like the Big Three of the Olympians and whatnot, are aware that they’re gods in a more mortal body, while some of the “lesser” deities may not, maybe they don’t always keep their past memories whenever they are reborn into a new body, and so Oliver knows he’s Hades and Kara doesn’t remember she’s Persephone. They probably meet under reluctant circumstances, maybe Kara is the daughter of a famous politician or a genius scientist or some other significant figure that has a lot of enemies because not everyone agrees with his radical thinking, and so Kara becomes a target, and Oliver heads a private security company that her father hires, but instead of just assigning her a team, Oliver pines after his “wife” in true Hades fashion and decides to appoint himself as her guard as an excuse to spend time with her. I’d mix in a lot of memories of Oliver and Kara as Hades and Persephone, too – like, in their god/goddess days before the world started evolving and the deities started reincarnating themselves to be among the mortals – as they start to fall in love, and of course, in the end, Kara regains her memories, and they get married (again) with all the other “deities” attending and for the ultimate fluffy ending, Oliver surprised Kara with three dogs, aka: Cerberus the three-headed dog that guards the Underworld and probably just one big, soft puppy to its immortal parents.
