I mean I guess they were like "okay we need to conceal his identity and have a big reveal so i guess he has a mask that dramatically comes off during a fight"

but This mask is so distinctively weird and scary in how restrictive it looks and how it erases his facial features. It's so fitted to the shape of his face but it's hard, rigid material. It's a mask meant for someone whose comfort is irrelevant, who isn't expected to open their mouth or smile or speak or even breathe without the feeling of suffocation in sealed plastic.

masks are such a common part of superhero or supervillain aesthetic carrying so much symbolism and communicating so much about the character. Masks, even the ones that conceal the wearer's identity, usually indicate or dramatize facial features and suggest a certain demeanor. In contrast the Winter Soldier's mask basically removes his face.
