He wants family. In season 1 he arrives thinking he understands the assignment but by 1x03 he's casting dangerous magic and carrying her around in his arms, by 1x05 he's telling Buffy about his childhood and that is SUCH A BIG DEAL for a man like Giles. He reaches out to her because he wants that connection with her almost from day 1. And it just grows stronger as the season goes by. And then she dies.

He wants love, understanding and somebody to truly see him. In season 2 he finds that in Jenny. Here is the ONE person who could understand what it's like to have a destiny thrust on you that you can never seem to escape. Who stays with him despite him repeatedly saying she shouldn't and almost getting her killed by his worst nightmare from BEFORE he came to Sunnydale. And yet she loves him, and understands him, and sees HIM. And then she dies.

And he tries ONE MORE TIME. In season 5 Buffy asks him to be her watcher again. Suddenly he's energised into buying the Magic Box. She CONFIDES IN HIM about Dawn. This is the first time she explicitly trusts him before all others since Helpless. Her mother dies and he steps up. He does everything he can to help Buffy through the funeral arrangements, he turns up to cook them dinner and sticks around for the washing up, he asks how Buffy is doing and tries advise her. And yes, sure, he still backs off saying 'I love you' but, much like with Jenny, he says it without words. AND THEN SHE DIES.

Every time he reached out for what he wanted it was taken away in the most brutal way possible.
