Постоји стотинама докумената које су њемачки и италијански војни и други званичници оставили историји у форми службених дописа вишим војним и државним органима.

Генерал Лер, главнокомандујући у команди за југоисток Европе, већ у септембру 1943. године извијестио је централу у Берлину: “Хрвати су неспособни да у овом моменту управљају собом(…), полиција је само посматрач при терористичким чиновима усташа наспрам православног становништва, од којих је, према усташким наводима, око 400.000 побијено.”

Генерал Ернест Фикдао је свом претпостављеном Ханриху Химлеру послао сљедећу оцјену: “Хрватска партијска групација усташа је католичка, недисциплинована, лоше обучена, у борбеном смислу непоуздана, а позната по томе да је између 600 и 700 хиљада конфесионалних и политичких другомишљеника, на балкански начин, побила. Они себе називају хрватски SS.”

Херман Нојбахер, њемачки опуномоћник за југоисточну Европу, написао је: “Када водеће усташе тврде да је око милион Срба поклано, мишљења сам да је то претјерано. На основу извјештаја које сам ја добио, цијеним да се тај број креће око 750 хиљада.”

Енцо Каталди, официр у италијанским војним формацијама, очевидац догађаја, записао је: “Клање Срба од стране Хрвата само 1942. године износило је 356 хиљада.”
