I love the idea of Prowl developing a parasocial relationship with Scrapper because he never got to know him but he falls for the very idealized version of him from the gestal memories and he is kind of concerned because one day realized he is missing and mourning someone that he never met and never will.
Plus point if his interest started because he thought Scarpper would have been a good addition to his team from a tactical perspective and tried to learn more about him from memories just to make hypothetical strategies.
