As a heads up, the headcanon names I have for Mrs. Naegi and Mrs. Sumino are Miyuna and Tokiwa respectively.

Some explanations:

I imagine that, after some of the Ultimate Talent Development Plan stuff, Mukuro and Rantaro would be extremely close together. Which would eventually lead her to that spot in the tier. Hell, maybe the Soldier and Adventurer could have some really fun times in different places.

Some explanations are in order:
