Once again, because security can't handle its job, Skyline owners & residents have services cut. As previously discussed, no receiving office hours on Saturday, no service at all on Sunday. These services existed up until a year ago when a dictator named Alberto Cybel took over the Board of Directors. Also stopped allowing anything to be left at the front desk, even an envelope. This service existed up until a year ago. Very inconvenient, and the excuse is that "some people abuse the system and have lied." Why doesn't Skyline have cameras and an ironclad system like other high end buildings do?

Now, gym hours have been cut because some people are abusing the gym...why can't security STOP the people abusing the gym instead of reducing access to amenities that residents pay for and have had for 12 years?

You must ask yourself why the concierge will no longer accept items or envelopes to be picked up or delivered from/to a resident when they have package software, signature pad and cameras. And other buildings seems to be able to handle this service.

You also must ask yourself why security needs to have 18 unsightly orange cones in the driveway because they don't want people stopping there. That's the only method of enforcement??

The concierge will no longer accept items or envelopes to be picked up or delivered from/to a resident. This is a convenience Skyline residents have enjoyed for 11 years, but Alberto Cybel's arrogance makes him think he knows better (even though he hasn't even lived here 2.5 years).

Removed: Saturday receiving office hours, which means anything delivered on Saturday is not logged until someone comes in Monday morning. (Right now, there’s no receiving package software at all). This saves about $100 per week. 

Removed: Cardboard box collection on each floor. Now 360 residents have to flatten their boxes and bring them down to the cardboard dumpster.

The first picture is from September 7, 2015, showing copious condensation in the lobby due to the A/C repairs being delayed for months and months. 

As of today (2nd pic, January 12, 2016), the vents above the front desk are disgustingly filled with black mold.

...the Board of Directors is proposing to close the pool area at 9 pm. They’ve already fenced off the BBQ area on the north side from the pool area because, after 11 years without it, people can’t be trusted to not take their burger into the pool.

In her 2016 Financial presentation, Draskovich states:  

“In-house vs. outsourcing – maintenance work completed by Skyline Maintenance Dept., total savings of approx. $57K in Q1, $39K in Q2.” 

Not sure of the argument here. Maintenance never outsources everything, otherwise why would Skyline need a 3-man maintenance department? So how is this savings? In point of fact, the 'General Repairs & Maintenance' line item is $235,196 OVER budget for the first 7 months of the year.

Draskovich: “2015/2016 Insurance Renewal – negotiated a decrease in premium of over $150K.”

Draskovich: “Recycling – switched from Waste Management to Greener Land & Recycling, total annual savings of $1,200.00″ 

Draskovich: “Internet - switched from Windstream to WebPass, total savings per quarter of $900.00″ 

Draskovich states:

Increased Reserve Cash by 12%: from $637K in Q1 to $716K in Q3

Goritza Draskovich states: “Increased Net Income by 8%: from $303K in January (Q1) to $328K in July (Q3)."

The 2016 Budget presentation, authored by property manager Goritza Draskovich and presumably signed off by treasurer Alberto Cybel is filled with fabricated assertions. This is part 1 of a series.

Draskovich says:

Increased Operating Cash by 53%: from $664K in Q1 to $1.02MIL in Q3

Increased Current Assets by 30%: from $1.15MIL in Q1 to $1.5MIL in Q3

Increased Total Assets by 16%: from $2.6MIL in Q1 to $3.08MIL in Q3

Increased Owner’s Equity by 20%: from $1MIL in Q1 to $1.2MIL in Q3

Increased Total Revenue by 15%: from $562K in January (Q1) to $648K in July (Q3)

RESPONSE:

These assertions are the most treacherous and disingenuous in the entire presentation. Each one of these categories has been bumped up by $650,000 in settlement funds from Skyline’s construction defects lawsuit that finally started to bear fruit once the 2014 Board engaged a new law firm, after languishing for 8 years. In fact, if you deduct the $650k, these categories would all be LOWER in Q3 than in Q1. 

In fact, the reality is that expenses in the first 7 months of 2015 are $92k OVER budget.

Board President Edgar Galvis, an 11-year Skyline owner, resigned from his position last night at the August 19 board meeting. That makes three Board resignations in protest of the wrong direction Alberto Cybel is steering the community: 

❶ former President Chloe Keidaish (also an 11-year owner), 

❷ now-former President Edgar Galvis, 

❸ former Director Kathleen Kasper (a 10-year owner).

These three individuals all served on the Board in 2014 and were instrumental in exposing hundreds of thousands of dollars in stolen association funds in 2013.The new Board President, Mr Osorio, asked that people email him directly with their comments and complaints: [email protected]
