Re the tags (scriptscribbles), it's most likely a reference to the way the London Underground has these signs at the bottom of every long staircase. So people who've decided to walk up rather than use the lift have the opportunity to reconsider; or, perhaps, if someone collapses halfway up they can say "Well, we DID warn you..."

The return of the Time Lords being anti-climactic is exactly why their return worked.

That kinda sums up the Time Lords in general. At first you are always like “Oh my god, Time Lords!!!!” but by the end you are just “Oh my god *rolls eyes* Time Lords”. 

Which, coincidentally, is the same process the Doctor always goes through.
