Užupis is a neighborhood in Vilnius famous for its artistic and bohemian atmosphere. In 1997 it declared itself to be an independent country, complete with its own currency, flag, president, national anthem, and constitution (Article 12: A dog has the right to be a dog; Article 13: A cat is not obliged to love its owner, but must help in time of need). If you’re wondering how serious they are about it, keep in mind that Užupis’ independence day and national holiday is April 1. 

Most call him the Lion Dog…but he prefers to be called by the name his humans gave him when they were still alive…Mr. Scrubbins.
