According to the japanese Guide of Star Fox 64 the Wolfen were designed by Andross and Pigma

My headcanon is that Andross and Pigma designed the Wolfen by using Pigma's old Arwing as Basis

Backed 100%. The big downfall of the Wolfen is that while it's a better fighter than the original Arwings that the old man trio flew to Venom years ago, the younger Star Fox generation have upgraded their current fighters (especially the modern G-Diffuser) thanks to Slippy and his dad so they retain a tiny but crucial edge.

Then the Wolfen 2 flips the table and at that point it's pure skill on Fox's part making up the difference.

I know nothing about Star Fox, but I adore whatever it is they did to that cat character who used to look like the mascot of an icecream company and now looks like a sleep deprived war veteran who smokes a pack a day.
