oh, yes, "Uther hates magic, how terrible it is," but what good has magic done in front of him? i mean, LITERALLY in front of his eyes? he lived in the dark ages of England, when magic was dangerous, used by enemies and destroyed innocent people. believe me, after that, i would also hate magic SO much that i'd be ready to kill any magician, because nothing good has been proven.

but at the same time, Camelot faced the dying of the inhabitants and found out about the "witch", and Uther's ready to cooperate with her and even pardon her if she helps solve the problem (another thing is that Gwen didn't know shit, but still). Gaius, who did magic, was not on the list, Uther doesn't know about his magic, which means that not everyone in quiet times sought to reveal themselves.

but this is if we try to see at least some grain of prudence in this scenario circus. because if he had actually seen good magic, then let's be honest, he would have tried to find a sorcerer he could trust (hello, Gaius), which would be pretty similar to the book, and so on, and so on.
