A Venusian Exile

Heavy vehicles that must use gasoline would be a far lesser problem than what we have now, and new designs for those could also be invested in with mobilization of the universities into design bureaus. Plastics could be eliminated from all uses, except certain medical uses for which there is no alternative, and legally mandated recycling programs would help a lot. Of course, getting everyone into an apartment and off the streets would also make it easier for them to use recycling infrastructure and receive essential services.

I imagine city streets dedicated almost solely to pedestrian traffic, with separate designated lanes for cyclists and disability vehicles as well as blind access and special routes for postal and emergency service vehicles. Above them is a grid network of raised electric monorail. A separate network of raised rail would be used for freight hauling, and would be connected to an intercity freight network, while the urban light rail would connect to branch lines that would tie into an intercity high-speed passenger rail system. Street lights would be deep red, both for night vision and to reduce light pollution, and their brightness would be limited. Waste would be taken to composting facilities to be made into fertilizer, while strict limits would be placed on what can be discarded.

Everyone would be housed, education would be free, and a universal income would be instituted based on national production to evenly distribute it and make it so automation technology wouldn't leave people unable to support themselves. We can have technology as well as environmental protection, we just have to reform our methods and infrastructure. With these measures, we could get the planet back to pre-industrial Holocene parameters. Pollution would be flushed out of water sources and clean rains would return, greatly increasing water access, while nuclear-powered desal plants could manufacture drinking water from the sea.
