When Princess Ava disappeared in Episode 1, the Royal Guards devoted themselves to the new purpose of finding Ava, thwarting her evil sister Eva, and generally acting as a temporary government.
They have spent so much of their time leisurely sauntering around the Pocket Kingdom, hunting the most dangerous criminal on their planet ,and her three accomplices, with no real sense of urgency (all while acknowledging that she is actively plotting against them), that they need to hire somebody new to actually guard the palace, ie. be the actual Royal Guard.
While interviewing applicants for this position, the “Royal Guard” were surprised to see Zool and Gort- two accomplices of Eva who were instrumental in Ava’s disappearance and the subsequent manhunt which now requires the Royal Guard to recruit new hires.
Rather than, for example, apprehending two of the most notorious criminals in the world who they have been hunting for months and who just waltzed up to the front door of the palace surrounded by hundreds of civilians and four of presumably the best guards in the Universe, William resignedly states that “Royal Guard law” or whatever requires Zool and Gort to be allowed to apply for a position in the Royal Guard which is necessitated by the amount of time the rest of the Royal Guard is spending specifically to hunt down Zool and Gort
Meanwhile, the Royal Guard are so busy testing the applicants for the new “Actual Guard” position of the Royal Guard that they leave the front door of the palace wide open so The Most Dangerous Evil Criminal In The Entire Kingdom can walk right in and presumably steal the most valuable magical artifacts in the world
