Dancing the Walk $$$ for babies and college students
Whew, it is over! The 2015 Dancing with the Lake Oconee Stars event raised around $89,000 for First Call Pregnancy Center. This ministry is helping many single moms in the area. I think everyone would tell you what a blast we had. However, now it is time to allow our knees, backs, and aching muscles to heal. Also, this wonderful young lady is so close to her goal to send a student to Yale. We live in an amazing community where the citizens volunteer with a servant's heart. Even more heartwarming is watching that spirit be caught by our kids.

We have all had our fair share of Doctor Phil in our lives. Yet, even he would say enough is enough! This past Tuesday from 12:30 pm until 3:30 pm, the Greene County BOE had yet another retreat. This time the retreat was on "Board Relations". A sweet lady, Zenda Bowie, from GSBA presented a retreat on board relations to GCBOE. The retreat topic was focused on School Board Member "roles and responsibilities". In my 6 years serving on the Board, I think we have had this same retreat at least 3 times. Mrs. Bowie made several key and relevant points that all Board members should adhere to. One of her statements to our Board of particular interest was this...."Are your questions designed to seek information or call someone out?" She also emphasized that ALL children in the Greene County Public school system are "OUR" children. While I agree with this statement, I would add that we should be concerned about providing the best educational services to ALL children, whether public, private or home schooled, especially special needs children! A few other tidbits Mrs. Bowie shared are as follows:
Your colleagues on the Board should not be surprised by your vote. They need to understand your point of view.
Superintendent can do a lot of things if Board supports him.
Board members are expected to present questions to Superintendent ahead of time.
Your tone when asking a "Gotcha" question says you are not expecting Superintendent to have an answer.
Every member should come prepared.
One member has no authority.
We lead by example.
At times of contention, direct comments to Board Chair. This helps avoid issue becoming personal.
If you are constantly voting NO, it points to a larger problem.
Community is looking to Board members to receive information. Develop communication tools, such as emails and voice mails. [I chose a blog format.]
The Strategic Plan belongs to the District. It does not belong to the Board.

After her presentation, a few Board members lamented about not being a positive functioning Board, inferring it is because we don't always agree. I asked the Board, "What does a positive functioning Board look like to them?" Does it mean that everyone is in agreement all the time, and there is no room for constructive debate or deliberation on issues that we don't agree upon? This is not part of the democratic process. I pointed out to them that dissent and disagreement is part of the democratic process. It took a room full of men, nearly 240 years ago, arguing and disagreeing to come up with two of the most important documents forming the foundation of the democratic process in this country. The Declaration of Independence and The Constitution of the United States of America did not come about because everyone agreed all the time on everything. However, there are rules of decorum in a debate. As Board members we should stay focused on the topic at hand and not allow the deliberations to get personal as they have in the not so distant past. I find it interesting that over the past few years there have been attacks on my children in board meetings, letters to the editor by a Board member's spouse personally attacking me, and picketing signs with my name on them. These actions are counter productive and only contribute to divisiveness within the Board. I believe this retreat was full of wonderful information on how we as a Board can work together as a team. Also, this time there were several community members taking notes about Board Roles and Responsibilities. Having others outside ourselves, give constructive opinions and advice, can only help each Board member with the question Zenda asked....... What message does our School Board meeting send?

Legal Eagles
Both local papers covered the last regular Greene County BOE meeting last week. They both quoted one of the BOE members stating that there is a considerable amount of misinformation in the community. This is true! That is one of the main reasons I started this blog.
One of the most notable and serious bits of misinformation in the recent past is the statement that it is "illegal for LOA and GCHS students to collaborate and share class space." This is absolutely and unequivocally an INCORRECT and FALSE statement!!!!
After the “retreat” in Athens where this was first mentioned, I requested a proper legal opinion from our Board Attorney. Since that was not forthcoming, an inquiry was made directly to the Associate Superintendent of Policy, Charter Schools, District Flexibility and Government Affairs at the Georgia Department of Education regarding the validity of this statement. The answer was that, not only was collaboration of ALL schools LEGAL, it was encouraged!
Since I am not an attorney, I know that it is best to get an opinion on legal issues from a legal authority, or experts in the field, BEFORE I make seemingly conclusive statements on the legality of any issue!!!
So to clear things up, COLLABORATION IS AND ALWAYS HAS BEEN LEGAL!
Unfortunately for our students, complete and full collaboration with LOA has been deleted from our final Strategic Plan based on an incorrect and misleading statement about its legality from a board member without any legal qualifications.
I thought it was illegal to practice law without a license!

Let the Sun Shine: Next retreat Greene BOE Tomorrow
Another retreat! Tomorrow, Tuesday March 17, 2015, at the Transportation Training center there will be a BOE meeting. Address: 1170 Kelvin Roberts Way, Greensboro, GA 30642, Phone: 706-453-4115 (2132) [Across from the jail. On road near Board of Elections] The meeting will run from Noon til 4. I'm not sure what the agenda will be. Nothing is posted in eBoard. I do know that Zenda Bowie, from GSBA, is coming in to lead the retreat. It is St. Patrick's Day, so wear Green. Noncollaboration Agreement
As you may be aware the GCBOE voted Monday to approve the revised Strategic Plan. The final version of the Strategic Plan in essence reflects the elimination of full collaboration with LOA. Through parliamentary procedure, I tried to insert the original collaboration language back into the Strategic Plan with an amendment during the voting process. This amendment was voted down 3-2. So this Board has voted to prohibit the opportunity of collaboration of our struggling schools to work with a National Blue Ribbon School and one of the best schools in the country per TheBestSchools.org, LOA! As you recall in the retreat on Sat. Feb. 28, 2015 in Athens, it was intimated by a board member that collaboration with LOA for things such as AP courses and CTAE courses at the high school level was "not legal." Also, since LOA was not under our "control" it was not possible. After weeks of virtually no communication from BOE members who had been presented the plan well in advance, it was apparent this was the sticking point. An inquiry was made directly to the Associate Superintendent of Policy, Charter Schools, District Flexibility and Government Affairs at the Georgia Department of Eduction regarding the validity of these statements. The answer was that not ony was collaboration of ALL schools LEGAL, it was encouraged! Although I disagreed with the altered Strategic Plan that did not include FULL collaboration with LOA, I voted for the altered Strategic Plan in order to keep the process moving forward. But, as I stated in the meeting, I will continue to encourage that we strive for more collaboration between all Greene County schools. I do find it a bit curious that we have already been collaborating with LOA on a wide range of efforts. Many of these at the request of the very members who voted against collaboration with LOA. How do we balance these efforts with the new Strategic Plan? Inquiring minds want to know? I find it more than ironic that the 2/3rds of very same Board that has denied full collaboration with a national award winning public school located just seven miles down the road, are traveling over 650 miles this weekend to a National School Boards Association (NSBA) conference in Nashville, TN. At this conference collaboration and best practices will be presented from schools accross the country. I wonder what ideas our team will share regarding collaboration? Save a life!
Well, HB 243 in now in the Rules Committee and could come up for a vote Wednesday or Friday. The usual suspects against choice, are e-blasting and electronic calling ALL local BOE members around the State to oppose HB243. Why???? Because the unionistic mindset of the Education Establishment is dreading that choice might be available to all parents. Parents might be able to use their tax dollars and send their children to succeeding schools. Some might even choose private school, private tutoring, home school or other expenses. Imagine a parent being able to decide where their tax dollars go! So if you want to save for your child's education, then call and SUPPORT this bill. Stand up to the establishment bullies. Remember these are the same people who say, "It's all about the children." This is really about saving a child's future not some bureaucrat's job.

School Choice & Savings upcoming State Legislation REGULAR BOE Tonight
Georgia is now encouraging families to save for their child's education. Also opening the door for more choices in elementary and secondary education for families. HB 243 the Education Savings Accounts (ESA) bill is trying to wind its way through the system, although the "Big Education" machine is in full fighting mode against choice. Peach Pundit, another great source for GA politics recently wrote, "House Bill 243, sponsored by Representative Mark Hamilton, allows state money allotted for children enrolled in Georgia’s K-12 program to be spent on alternative educational avenues." See full article here And then of course there are those working hard to defeat this bill. Most local school boards are trained by Georgia School Boards Associate (GSBA). So of the 180 districts, your local board is often coached and given talking points to fight against legislation. I received an email from one of the staff lobbyist stating:
HB 243, the Education Savings Account bill, was transferred from the Education Committee to Ways & Means. It was heard a few weeks ago in the full Education Committee but received no vote, so the sponsor is trying a different Committee. Time is running out to get a bill from a Committee hearing to a floor vote -- the deadline for this session (crossover day) is just five legislative days away.
