These two remind me of Hesperus and Hymen juuust a little bit because they're work wives lolol (both Hesperus and Peitho are heralds to the others).
Peitho has been just about everything to Aphrodite in myth: nurse, daughter, handmaiden, herald, and maybe other things I missed lol
Of course, I go with her being Ate's daughter, so she is Aphrodite's handmaiden and herald.
What interests me is when Aphrodite first joins Olympus:

Now, I have this as the moment Aphrodite joins Olympus rather than being the first time she's been on land due to the myth of Poseidon's sons:
And of course Aphros being king of Libya, so I imagine she's been on land before. Just not off the shore.
Anyway, Peitho.
She's the first to interact with Aphrodite physically when she lands (or the Horae) and crown her. It's why I need to figure out what she may have been doing before meeting Aphrodite.
The simple answer is that Zeus or Hera just picked Peitho to serve Aphrodite (most likely) or that Peitho volunteered to, which would be more interesting to me since none of the other Gods present at Aphrodite emerging from the sea were obligated to. They wanted to.
Now why would Peitho, of all people, do this?
Interest is the main reason for most cases like these. The person is interested in this enigma of an event and want to see where it goes before getting attached/appreciating the other person on a deeper level. It could also be kinship from being alone (well- with two babies) in a world that takes you in; same thing Peitho went through with being adopted into the Okeanides.
(Of course, for shippers, it could be from a spark of romantic attraction lmfao)
Peitho is, in essence, Aphrodite's first friend on land, turned closest companion. Before Aphrodite befriends all those who enter her retinue.
(Which could make another interesting path of Peitho not being Aphrodite's handmaiden until she makes that choice; so Peitho starts as only her herald. Hm)

Adding that so I can be more organized/on track lol
Aphrodite seems to see her retinue as family, if the pattern lines up.
The easiest are the Sea Gods (the Nereides, Tritones and Ikhthyokentauroi) who are there for Aphrodite in her sea-foam birth. Aphros and Bythos are the ones to take Aphrodite in when living in the sea, and being a daughter of Thalassa, she is the Nereids' and Tritons' sister.
The Erotes are her sons (biologically in sources or children of other Gods). Her firsts being Eros and Himeros before coming to land. And later on Harmonia as being a Charite.
So there's already this pattern of family in Aphrodite's mind when it comes to what a retinue is, in a sense. Therefore, she probably saw the Charites and Horae in the same way as sisters. Exceptions would, probably, be Hebe, Genetyllis (as she's likely the same as Eileithyia), and Peitho.
The first two are due to them being Hera's daughters (not Genetyllis specifically), and then Peitho maybe because she's an Okeanid instead of a Nereid? (Then again, she has Naiads in her retinue as well sooo-)
Of course, this is oversimplification of what was probably just close friendships and friend/sister dynamics.
Regardless, it's this found-family styled retinue. I think this would hit Peitho hard, considering her origins. Genuinely, I think it'd leave her starstruck by seeing this Goddess seeing her retinue in this way. Peitho thought Aphrodite was joking or being playful at first, but when Aphrodite affirms, no, she does genuinely believe this; I think it'd rock her world lmfao

It's why Peitho probably felt comfortable/confident to appeal to Aphrodite to let Phthonos into the Erotes. It'd also be selfish because she'd know Aphrodite wouldn't ever kick him out (once you're in, you're in lolol). It's a necessary selfishness because Phthonos does need a permanent home to go to, even if he leaves, that he can return to.
It's also selfish because he won't be removed from the Erotes despite the harm he's currently committing to the others (Anteros).
Peitho is Aphrodite's best friend, all things point to, this would be the first bump in that long bond of theirs. Because realistically, Aphrodite is stressed the hell out. Not by the fact Phthonos causes trouble, that's normal, she has a son for that. It's the fact such violent and graphic infighting is going on in the Erotes to the one Erote she has the most complicated relation to.
Not to mention Phthonos being a possible catalyst for the death of Adonis (whether he is involved or not, heat would be thrown his way)
The frustration Aphrodite may feel towards Peitho's inaction because not even Peitho knows how to approach Phthonos.
This is a very very very stressful time for everyone involved..

And that is the loudest and most abrupt that Hera ever heard from him. Ever.
