Strength System
Even though there is no 100% way to tell if someone is stronger than someone else, there is a system I created to put people in different leagues. Again, it doesn't say everyone's strength in relation to everyone else's, because there can be a rock-paper-scissors relationship with people of different leagues. But anyway, there are actually two versions of this system. The first one is from year 0, which I'll explain more of in the timeline post. And the second one is the one that's currently used in the present.
First Strength System - Year 0
C Class - This ranges from the very beginners to almost intermediate levels of mastery of the person's powers.
B Class - This ranges from intermediate to almost advanced levels of mastery of the person's powers.
A Class - This ranges from advanced to almost professional levels of mastery of the person's powers.
Master Class - This class isn't a closed interval. A degree of professionalism is required to qualify, but after a certain point, only people who've made it that far can decide how far the range can go.
This first system is very simple, but the problem I had with it was that the ranges were very broad and it takes a while for someone to go up to the next class.
Current Strength System - Present Day
C Class - This ranges from very beginner levels to basic control/realization of one's powers.
B Class - This ranges within the first half of the intermediate level. The person is strong enough to join/lead a minor level team.
A Class - This ranges within the second half of the intermediate level and the brink of the advanced level. The person should have a good amount of experience in combat to join/lead a regular/somewhat formidable team.
S1 Class - This ranges within the beginning of the advanced level. The person should be able to join/lead a pretty well known team and can be a threat by themselves.
S2 Class - This ranges within the heart of the advanced level. The person is capable in many battle scenarios and can be seen as formidable by many.
S3 Class - This ranges within the top of the advanced level and delves into the master level a bit. A person in this class is never taken lightly by anyone.
Master Class - A professional with their powers. Just like in the previous system, the range can go as far as the people in this rank can go. These types of people can lead countries.
As you can see, in the present ranking system, it's more sub-divided. Although it's faster to go up to the next rank, the overall climb it takes to reach master class is a bit more extended and difficult.
