if im reading the rules for phase 4 correctly the expansion teams can only pick unsigned players or players with expiring contracts AND those players cant be from their entl. is it the same for the expansion roster completion process? if not that feels like an insane loophole for expansion teams to just drag their feet until the signing period closes.

We love to see it. 👏👏👏 Too many of the women who have reached elite levels in hockey are very quiet on this topic. Nice to see someone incoming who has spoken up.
