Not only that, but it's stated in the wiki that Heisenberg rarely left the factory. It's extremely unlikely that he would even know what a Nazi is, let alone become one. I think the most logical assumption about his dog tags is that a German soldier wandered into the village one day, and Heisenberg killed him and took them as a trophy.

It would be PR suicide (especially in our current world climate) for Capcom to create a charming and charismatic Nazi character. I doubt they would do that, although companies have surprised me with their tone-deafness in the past, so who knows? If I turn out to be wrong, I'll eat my words.
