Sorry, but the Holocaust wasn't legal even by Nazi law. Creating legislation like that would have meant that absolutely everyone would have had proof of what was going on. Not to mention that the Nazis famously created a whole court system that was not bound by law.

True, but the issue runs deeper. A government doesn't necessarily need to stick to its own definition of right and wrong. Legalism is optional.
