We see Sailor Pluto and Small Lady meeting through Chibiusaβs eyes. The eyes of a child who did not grow up with that much afection from her mother figure.
My own thoughts regarding what led Usagi not to be present, as an affectionate mother, have to do with her duty as the Queen. While King Endymion is, in aways, more of a counselor, the Queen is the one with the powers to guide Crystal Tokyo as it is βsupposedβ to be. I can imagine that this lead to a very difficult relationship between King and Queen, as well as Queen and daughter, and I donβt even want to imagine how much it mustβve impact Usagiβs vision of herself, because NQS is a different person, for sure. But Iβm not here to headcanon her not even judge her.

When Small Lady enters that Gate she doesnβt intend to go after Pluto for her powers - I have the headcanon that sometimes the King or Queen may visit, or even the royal cats, but mostly to discuss politics or for emergencies. Small Lady enters because he loneliness guides her to that Door. I wonder if in a way, she was attracted by Sailor Pluto.
Maybe in ways, Sailor Pluto had been yearning for a presence and she never even realized, because if you asked her, sheβd deny, sheβd say she was satisfied with sticking by the rules and the loneliness that these rules implied.
She doesnβt seem surprised to see the little one. Did she feel her presence approaching? Nevertheless, she seems glad and eagerly takes on the chance to befriend Small Lady. That is her true nature - surely, sheβd treat anyone from the court nicely, but Sailor Pluto yearn for someone, some form of relationship.
Sailor Pluto and Small Lady spend time together. In my head, they do so many many times. Together, they talk about anything that comes into Small Ladyβs minds. All her worries, her childlike ideas. Sailor Pluto introduces the power of βAbracadabraβ and gives her Luna P - her inseparable accessory that is capable of summoning many objects as well as alter reality, memories, if necessary. It is also a channel of communication between the two of them.
The same way that to Chibiusa, Sailor Pluto gives her affection and kind words and gestures that she doesnβt get from her mother (or at least it is what she says)
Chibiusa is the one and only source of affection that Sailor Pluto has (at least for a while). She is the person Sailor Pluto can hug and love, the person Sailor Pluto can take care of, the person she can give advices to and the person she can rely on to free her from her lonely days.
Sailor Pluto isnβt purposedly looking for a daughter, she isnβt purposedly trying to fill the mother figure void in Chibiusaβs heart. It simply happens. It happens while she relates to something within Chibiusa. She relate with her loneliness and fear of not being good enough, not being strong enough.
Chibiusa is like Sailor Pluto, the one difference is that she is still a child, she can evolve from that, and with Pluto by her side giving her love, she will evolve from that and live a better life, full of friends, love and power.
King Endymion whoβs in charge of his daughterβs education, of raising her, while his wife takes on the role of Governor of that matriarchal kingdom. He goes looking for his daughter, probably sensitive to her aura so able to follow it, and finds her with Pluto.
He finds his lonely daughter - always in solitude and sadness in her heart - smiling and actually hopeful about her future as a Queen, and because of the lonely and mysterious Senshi of Time.
Each and every person is entitled to their beliefs on how Sailor Pluto and King Endymionβs relationship went. Was it friendship or an actual affair? This is up to each of you decide.
Either way, the two formed a bond too, thankfully to Chibiusa. I can imagine the girl made the King come with her many times to visit βPuuβ. I can imagine the three of them having tea parties and talks about future and Chibiusa as a grown up.
I imagine the King and Sailor Pluto bonding over science, I imagine him demanding that sheβd visit the Palace just so she could have an excuse to leave that damned Gate. Lovers or not, they became friends and they both had Chibiusaβs interests in their hearts.
And then we get to the important topic of Chibiusaβs powers - what exactly did Pluto teach her?
She gives Luna P, a device that can turn into many objects, including a communicator and a parasol that hypnotizes people. Chibiusa steals the key for Time Travel, key that she knows how to use.
It is heavily implied that she does that more often. Although this is from the scene she doesnβt have the key (it falls from her hand or pocket) I wonder if Pluto taught her all about time travel. Because it feels that Pluto deals with her travelling naturally.
Surely, when she comes back from the past in one of Plutoβs first scenes, the senshi of time seems worried and asks where sheβs been but in my personal opinion she only does that because Chibiusa stayed for a long time (I also headcanon that yes, she knew where Chibiusa was, put anyone can have their own thoughts).
There is this other scene that to me implies that Chibiusa travelling through Time and Space isnβt a surprise, where Sailor Pluto tells King Endymion that Chibiusa travelled without the key, and then Tuxedo Kamen dashes to rescue her. I feel like the King is a big part on her training to become a lady and a stronger person, and so he must be around when Sailor Pluto teaches about Space and Time to Small Lady. At least, I got the impression that this is the dynamic.
What do you guys think? Did Sailor Pluto teach her all about Time and Space? Does Chibiusa carries Space and Time powers too in her own ways? Were they taught by Puu?
Sailor Pluto begs Sailor Moon to βrescue Small Lady from herselfβ. She doesnβt say βfrom Wisemanβs powerβ, she says βfrom herselfβ. Deep down she knows the dangers of loneliness, and she knows Chibiusa better than anyone else, she is aware that Chibiusa has a darker side.
As Pluto dies, Black Lady reflects on their friendship.
Reflects on the fact that her own mother doesnβt seem to love her very much, which gives off the impression that Pluto fills that void in ways. She believes to be completely alone now that her only friend is dead.
Small Lady changes little by little every stigma Sailor Pluto had. Ultimately, her being in danger is the reason why Sailor Pluto breaks every rule. But first of all, Sailor Pluto begun to change when her loyalty quit belonging to absolutely anyone else in that court besides Small Lady (and King Endymion in ways).
Until she met Small Lady, she was loyal to the Queen (probably still loyal to Queen Serenity even if that. No, not probably - definitely loyal to Queen Serenity, after all, she remained bound to those rules the Queen imposed centuries before). Upon becoming close to Small Lady she realized the following:

From that point until the moment she died, Small Lady was her one and only precious Princess.
That changes, as we know, and Sailor Pluto returns to life loyal to Sailor Moon. But for that moment, that is her truth.
