It’s often said that they are neither bear nor cat, and while that’s technically correct, they’re definitely more closely related to cats overall.
Binturongs are feliform (cat-like) carnivorans. Bears are caniform (dog-like) carnivorans. Note that “Carnivora” here refers to a specific order of mammals and is *not* a description of their diet.
More specifically, binturongs are in Viverridae, the civet family, which is actually not that far off evolutionarily from Felidae. So much like hyenas, fossas, and mongooses, they’re “cousins” of cats. Bears would be second or third “cousins”.
Within viverridae, they’re the only species in their genus and are by far the largest/bulkiest civet. Which is probably where the “bear” part comes from. Because in comparison to its relatives it’s an absolute beast.

The logic of these devices being "allowed" on the sidewalk, whether they've found a technical legal loophole for it or not, is complete nonsense.
Motorized vehicles aren't allowed on the sidewalk. The sidewalk is for pedestrians. Power chair users are considered pedestrians by specific exemption (and for good reason - that is a single human, using the most minimally disruptive means of locomotion available to them.)
This thing isn't a pedestrian. It's a miniaturized delivery van. They should be banned from the sidewalk. They might already be in most places under existing laws, and nobody is enforcing it.
