It's typical revanchist logic. They never really wanted to sign an agreement like the Budapest memorandum. Since the moment they signed it, they plotted on violating it once they felt strong enough, and then whine about how they were "weakened from the inside by the insidious west and their fascist puppets" before they were forced to sign, thus declaring the agreement – an internationally recognized memorandum, no less – null and void.
