I think it is mostly due to the fact that no woman has died outside of flashbacks meanwhile Shuji died in a way that felt sudden, out of left field and completely to the hands of Ariu. His death alone shaped not just the story, but the characters of Shiba and Kunishige (even if it was just a minor part of it). It was the cause of Shiba going through every length to not only break the law and trust of the Sorcery of Bureau, but also risk his life for the safety of his friends whose life was on the line.
You can't really say that for most of the characters since sometimes their death was expected like with Samura. The same thing happened with Uruha when he 'died' and the entire fandom mourned him. Why wasn't that an issue, but it is now?
Mourning Shuji is not a bad thing, it shows that most people cared for him and wanted to see more of him.
Mashiro's death was unexpected in the sense that it happened so quickly. One moment they were on the verge of winning, in a very heroic way (with being on backfoot and overcoming them) and then three panels later, they're all gone, all their efforts down the drain in the face of an enemy like that.
You're right, it was exactly like Uruha dying like that despite sword bearers having major death flags.
And he was a sweet character, on the protagonists' sidecwith cool sorcery and interesting personality, so of course people mourn him.

I have a headcanon that Hinao is Shuji's niece and actually has his Sorcery, Akuu, however, while she did try, she was never fit for combat. Though, she did teach Hakuri how to use Isou on a sword.

I'm not going to claim Kagurabachi is perfect, but a lot of the most common complaints I see about the current arc really feel like people not having any patience for the story to actually be told.
"Why have we not seen anything of Chiaki except her being nice and self-sacrificial?" A valid question, but the arc just started and we're likely going to see a lot more of her.
"Why are the Makiboshi being portrayed as cut-and-dry villains when the manga has been so critical of the Japanese government's treatment of them in prior chapters?" Because the arc just started and we're seeing them from the government's viewpoint.
"Why do the Makiboshi speak the same language as the rest of Japan? Why haven't we seen anything unique about their culture?" Because the only ones we've seen were high-ranking officials who likely learned modern Japanese before the negotiations and the manga isn't about linguistics so we skipped them doing that. And the reason we haven't seen anything else yet is because *the arc just started.*
"Why hasn't Shiba had any real character moments outside of losing and being a guard dog for Rokuhira?" Because the arc just started.
"This arc really sucks, nothing has happened yet" THE ARC. JUST. STARTED.

It irks me a little that Kuniaki moments and especially Chiaki cooking for Kunishige is criticised/disliked and interpreted as Chiaki mothering Kunishige because he's useless and needs a parentified love interest when Kagurabachi has always used food and cooking as a metaphor for love and care.
Chihiro bringing Char a sandwich. Samura learning to cook for Iori. Hakuri and Ice girl bonding over meals. Yura cooking for his wife. Come on, it's entirely in line with what we've seen in part 1.
