This was exceptionally cruel because in trying to distance herself and persuade Grace into the mission, she inadvertently implied that her friendship with him was completely transactional. That they had no friendly connection meaningful enough for her to want him to stay, and that every friend he made in his time on base was never meant to last. Everything was overshadowed by the mission, and so Stratt cut off their friendship to lessen the blow. But it didn't lessen it. It hurt more to know that there was no place for him on Earth anymore, even if he longed to stay. She's trying to make him suicidal enough to go on a suicide mission. It's a strategy, and Eva Stratt is excellent at using strategies when she needs to. She has no choice. She had the foresight that he didn't and the knowledge that it would have to be done anyway. She doesn't dislike him. But it would be easier if she did.

But at the same time... imagine youre one of the first ever cosmonauts to make it into space. Then you meet a 10 year old alien dog who cant do 2+2 without pulling out its calculator. It forgets everything constantly and has to keep notes everywhere, like it basically lives in Memento (2000). Also if it doesnt nap constantly it gets even stupider. And you somehow has to reconcile this with the fact that this dog has a better understanding of physics than your entire civilization does. Like the dog knows how the universe started.
