in this scene, balon isn't ripping off any random item of 'effeminacy' or 'softness', he is ripping off a gold chain necklace, the asoiaf symbol for enslavement and captivity. a captivity balon victim-blames theon for having survived. balon would have ripped off theon's head to get rid of the chains. theon's head stayed and the chain broke. good job on surviving, theon! you will do a lot more of that, and you will not enjoy it.
